EPCOR and the Town of Queen Creek have been working together to exchange utility service areas. Arizona Corporation Commission (ACC) approval was required to complete this process – the ACC voted to approve the request on Dec. 6, 2022.

The approval will delete certain areas from EPCOR’s Certificate of Convenience and Necessity (CC&N) to allow the Town of Queen Creek to be the sole provider of wastewater in the designated area. In exchange, additional wastewater services and water service responsibility for certain areas outside the Town’s boundaries will be transferred to EPCOR. No current Queen Creek water customers are being transferred to EPCOR.

Transition date - July 1, 2023 (for areas in red and pink on the map)

The areas that will be transferred to Queen Creek for wastewater services include:

· Encanterra, (partially developed area located south of Combs Road and east of Gantzel Road);

· Ironwood Crossing (located south of Pima Road between Meridian Road and Ironwood Drive);

· The Germann 516/PRI property (undeveloped area located south of Germann Road between Meridian and Ironwood Roads); and

· The commercial area south of Combs Road and west of Gantzel Road that includes the Ironwood Medical Center and Fry’s Shopping Center.

These areas already receive water services from the Town of Queen Creek.

The areas that will be transferred to EPCOR’s water and wastewater service area include:

· Bella Vista Farms North development (located south of Skyline Drive and north of Roberts Road between Gantzel Road and Sierra Vista Drive);

At a future date, there will be additional consolidation of utility services for the areas noted in yellow on the map.

I Live in the Exchange Area - What Does this Mean to Me?

Wastewater customers being transferred from EPCOR to Queen Creek

You will be contacted with more information regarding the transition;
In the near term, you will continue to be billed for wastewater services at the same rate through your HOA (commercial customers will also continue to be billed at the same rate);
Your utility (water / wastewater) services will be consolidated, both provided by the Town of Queen Creek;
No change in your water or wastewater lines or meters will be required.

No current Queen Creek water customers will be transferred from the Town to EPCOR. The majority of areas that EPCOR will receive from the Town are undeveloped properties.

Why is the Town Exchanging Utility Service Areas?

The exchange will consolidate utility services for customers living in the Town of Queen Creek (and several commercial properties in the Town’s water service area). Additional benefits include:

Increased long-term operational efficiency, such as adding central subdivisions and eliminating fringe subdivisions.
Creating regional utility service stability such as the current wastewater interconnect and future potential water interconnect(s).
Building foundation for future cooperation and coordination such as water/wastewater treatment and treated effluent recharge and recovery.
