Town Council 

The Mayor and six Town Council members are the only elected officials in the municipality. The Mayor and Town Council members serve four-year terms and are elected at large on a nonpartisan ballot. The Town Council is elected on a rotating basis, so three seats are up for election every two years. There are no term limits for the Mayor or Town Council members. 

The Town Council is responsible for setting public policy, approving the Town's annual budget, entering agreements, providing executive leadership, making planning and development decisions, and adopting new codes and ordinances.

Each year the Council participates in a strategic planning session to discuss important issues relating to the Town's operation, management and future. No decisions are made at this meeting. The Town of Queen Creek Strategic Planning Session is the first step towards updating the Town's Corporate Strategic Plan annually.

Regular Town Council meetings are held at 5:30 p.m. on the first and third Wednesdays of each month. All regular meetings are held in the Queen Creek Community Chambers, 20727 E. Civic Parkway, and are open to the public. Town Council meetings are also taped and broadcast on the Town website and on UStream. Agendas are posted at Town Hall and on the Town website. Town Council meeting results and minutes are also posted on the website following regular meetings.

Town of Queen Creek Local Elections

Queen Creek primary elections are typically held in late July or early August and general elections are held in November in even-numbered years. To be eligible to vote, voters must be registered 29 days prior to election day. Any Town resident age 18 years or older may run for election for the positions of Mayor or Town Council. One year of Town residency is required before an individual can run for office. There is no limit to the number of times an incumbent may run for re-election.

Town Manager - Bruce Gardner

The Town Manager is accountable for carrying out the directives and initiatives of the Town Council. The manager is responsible for all of the Town’s daily operations, including hiring of staff, negotiations on behalf of the Town and general supervision of all departments and contracts. The manager directly oversees the Assistant Town Manager, finance, legislative affairs, parks and recreation, human resources, information technology, communications, the Queen Creek Fire Department and the Queen Creek Police Department. The Town Manager reports directly to the Town Council.

The Assistant Town Manager works with the Town Manager to develop and carry out Town Council policy and municipal projects and provide leadership in planning, organizing and directing the activities of Town departments. The assistant manager oversees all capital improvement projects, development services, public works, utilities, economic development and public works.

The Town attorney provides legal services and advice to the Mayor, Town Council, Town Manager, department heads and staff. The attorney responds to legal questions and prepares memos on significant legal issues, prepares legal documents such as resolutions, ordinances and contracts, provides training on topics such as open meetings and public records and represents the Town in lawsuits and other legal actions. The Town attorney reports directly to the Town Council.

The Town Clerk is responsible for administering local elections, recording and storing minutes of official meetings and maintaining municipal ordinances and resolutions. The clerk issues municipal business licenses, manages public record requests and answers public inquiries. The clerk reports directly to the Town Council.

Capital Improvements Director - Dave Lipinski

The Capital Improvements Director is responsible for the overseeing the Town's Capital Improvements Program, which implements the Town’s Infrastructure Improvement Plan (IIP) per the Town Council direction. Projects progress through multiple stages throughout the building process. The director reports to the Assistant Town Manager. 

Development Services Director - Brett Burningham

The Development Services Director is responsible for reviewing land-development proposals for applicable regulations and policies and advises the Town Council, Planning & Zoning Commission and Town Manager on planning and development issues. The director prepares and administers the General Plan, zoning and subdivision regulations. The director also oversees the design and construction of the Town’s capital projects related to major transportation infrastructure, and oversees the development, operations and maintenance of the Town’s public works projects, including the Town’s streets, facilities and traffic calming program. The Development Services Director reports to the Assistant Town Manager.

Economic Development Director - Doreen Cott

The Economic Development Director is responsible for overseeing the implementation of the Economic Development Strategic Plan and develops and applies recruitment strategies to successfully attract business and growth industries to the community. The director assists companies with location and expansion needs and oversees implementation of the Town Center and Redevelopment plans. The director oversees operations, conducts policy research, makes recommendations and implements Town Council goals. The director also oversees the operation, management, marketing and development of Horseshoe Park & Equestrian Centre. The Economic Development Director reports to the Assistant Town Manager. 

Finance Director - Scott McCarty

The Finance Director oversees finance, budget and procurement, provides financial services and information to the public, auditors, the Town Council and the Town Manager. Finance includes accounting, procurement, payroll and utility billing/customer service activities. Responsibility for debt management, banking services, and investment management also lies with the Finance Division. Budget prepares, monitors, researches and administers the annual Town budget and capital improvements program. The Finance Director reports to the Town Manager.

The Fire Chief oversees the development and operation of fire and emergency management services provided by the Queen Creek Fire & Medical Department. The Fire Chief reports to the Town Manager.

The Human Resources Director is responsible for recruiting, selecting and retaining employees; planning, organizing and carrying out the functions of classification, compensation, employee benefits, occupational safety and health; performance management, organizational development and training; employee relations; wellness program; and compliance with all employment laws. The Human Resources Director reports to the Town Manager.

The Information Technology Director is responsible for the technical and analytical work in planning, analyzing, designing, programming, and implementing the Town’s Information Technology (IT) and the Geographic Information System (GIS) enterprise systems; responsible for the development and enforcement of Information Technology (IT) standards in line with legal and industry best practices and assess new and emerging technologies to determine applicability to Town business services; directly supervises projects and staff; responsible for division budget; and, promotes and coordinates technology and use throughout all Town departments. The Information Technology Director reports to the Town Manager.

Interim Parks and Recreation Director - Adam Robinson

The Parks and Recreation Director oversees parks and recreation services for the Town, including park and grounds management, park rangers, and recreation programming. The Director also is responsible for all recreation classes, partnerships and special events including Spring Into QC, Founders' Day, and the Hometown Christmas Parade. The Parks and Recreation Director reports to the Town Manager.

The Public Works Director is responsible for overseeing the Public Works Department, which responds to requests for information, assistance, and maintenance; actively communicates with the Town Manager and Town Council about issues affecting the Town; ensures that municipal buildings and spaces are safe, clean and appear welcoming; keeps citizens informed of services, programs and projects that affect them. The Public Works Division is comprised of five areas: Public Works Administration, Facilities & Fleet Maintenance, Traffic Engineering, Engineering & Construction Services, and Street Maintenance. The Public Works Director reports to the Assistant Town Manager.

The Utility Services department is composed of the Water and Wastewater Divisions. The Utility Services Director is responsible for all initiatives, projects, partnerships and oversight of the Town’s water and wastewater infrastructure. The Utilities Director reports to the Assistant Town Manager.

The Communications and Marketing Division Manager is responsible for the community's media relations and public outreach for the Town. The manager oversees the Citizen Leadership Institute, Star Student program and Town Hall events, as well as outreach events including What's Poppin' in QC and Pancake Breakfast. The manager is also responsible for the Town's website, social media sites and newsletters and publications. The Communications and Marketing Division Manager reports to the Town Manager.
