Minimum Submittal Requirements/Commercial Tenant Improvements

Construction Permit Application: It is the owner’s responsibility to obtain a permit by completing an application. The application is submitted by the owner or owner’s authorized agent. The application shall be submitted online along with the electronic site plans, building plans, specifications, and other applicable and required construction documents. Information on the required format and maximum file size for the electronic construction documents is available on the Development Nexus.

  • Applicants must provide the primary contact information for the project.
  • Each tenant space will require a separate application and building permit.
  • Clearly indicate the suite or space to be occupied in the building (if applicable).
  • Indicate the type of businesses occupying neighboring suites, including Building Code Occupancy and Use if known.

Electronic Construction Plans: Electronic construction plans must be in PDF format as described in the Development Nexus.  Plans can be a maximum plan size of 36” x 48”, drawn to scale. Plans may be required to be prepared by an Arizona registered design professional. Plans created by a registrant (Architect or Engineer) must contain a legible imprint of registrant’s seal and signature.

All work shall comply with the Currently Adopted Town Building Codes and other ordinances as amended by the Town of Queen Creek.

Cover Sheet: A code summary and list of design codes shall be provided, on the cover sheet.

Work Covered: Identify and describe the work to be covered by the permit for which the application is being made. This description must be on the cover sheet of the plans. Please include a floor plan of the building depicting the tenant space for the proposed tenant improvement building permit and all occupied or unoccupied spaces in the building.

Property Description: Describe the Property on which the proposed work is to be performed by legal description, street address, suite number or similar description that will readily identify and definitely locate the proposed building or work, on the cover sheet.

  • Indicate the Building Code designation of the Use and Occupancy Classification for which the proposed tenant space is intended, on the cover sheet.
  • Provide a list of deferred items and special inspections (if applicable), on the cover sheet.
  • Be accompanied by construction documents and other information as required in Section 7.1.5 of the Town Building Code.
  • Be submitted by the applicant, or the applicant's authorized agent.
  • Give such other additional data and information as may be required by the Building Official.
  • Provide an estimated construction valuation for the tenant improvement proposed work.

 *Note: Fire sprinklers, fire alarms, and commercial kitchen hood fire suppression systems require separate Fire permits.

Plan Review Fees: Plan review fees are collected at the 1st review submittal based on the declared construction valuation. All third and subsequent submittals will require additional plan review fees.

Final Plan Review and Building Permit Fees: Fees are calculated after the plan review is finished. Any additional plan review fees will be collected along with the building permit fee at the time the building permit is issued.

  • Payments must be made by electronic funds transfer or credit/debit card through Development Nexus.

Address Requests: Follow the instructions on the Development Nexus for submitting a building permit application without a known address including suite number of the tenant space.

  • Addressing on all permit application documents, the plans, and construction documents must consistently match the town’s assigned address.
  • Building designations and suite numbers on the plans as these may change at address assignment.
  • Additional Documents Required Prior to Permit Issuance.

Special Inspection Certificate: (if applicable): Submit an electronic Special Inspection Certificate with Sections A, B and C completed, including seal and signature of the Arizona registered design professional, and signed by the owner or owner/agent. Ensure that all applicable special inspections are checked on the form and that they match the special inspection items on the cover sheet.

Contractor Declaration Form: This form is required to be completed and submitted prior to the issuance of a building permit. Please ensure that the declared Contractor License classification allows the type and valuation of the proposed work.

Only a licensed commercial contractor will be authorized to perform the construction work.

** Courtesy Notice from Building Safety: A Town of Queen Creek Business License is required before opening for business and must be on display in a conspicuous place within the licensee's place of business. Contact the Town Clerk for additional information. **
