Mobile food vendors must obtain a general business license prior to engaging in business within the town limits of Queen Creek.

Mobile food vendors that are operating under a Town approved special event permit or conditional use permit or catering a one-time private event on residential zoned property are not required to get a business license.

Application Requirements

Fill out the Business License Application (pdf) or Apply Online here. License fee is $60.
Attach proof of vehicle liability insurance; evidence of a passing fire inspection; copy of a valid Maricopa County or Pinal County health code permit
Provide the location(s) where you intend to conduct business and written permission of the property owner where you are doing business. Business location(s) will be reviewed by the Town for compliance with Town Code.

Where can I conduct business?

Mobile food vehicles can conduct business in a legal parking space in a non-residential zone with sufficient parking capacity per Town Zoning Ordinance
Human powered push-carts (or food units not defined as a vehicle) may not operate in the public right of way or sidewalk. Human powered carts are only allowed on public or private property with property owner permission
Mobile food vendors can conduct business on private property with written permission from the property owner for use of the property
Mobile food vendors cannot operate in residential districts
Mobile food vendors cannot operate in public parks unless they have permission from the parks and recreation director

Prohibitions

Cannot operate in residential zoning districts (except for ice-cream trucks moving readily from place to place)
Cannot operate in public parks, without a permit from the Parks & Recreation Department
Cannot park in one location for longer than 96 consecutive hours
Cannot occupy a legal parking space with insufficient parking capacity per Zoning Ordinance
Cannot operate with the serving window facing street location
Cannot operate in a congested area that may impede or inconvenience the public
Human powered push carts cannot operate in the public right of way
Noise levels cannot exceed the Town's noise ordinance

Special Events

Ice-Cream Trucks

Ice cream trucks can operate in residential zoning districts and the public right of way, but must readily move from place to place, stopping no more than 15 minutes
Ice cream trucks cannot ring a bell or play music. Undue noise is prohibited per Town Code
If ice cream trucks park in a stationary location (and are not moving from place to place) they must get property owner permission and follow the same guidelines as a mobile food vendor
